Guilherme Santos Silva joined Franco Zibaia in 2024.
Guilherme obtained his degree from the Faculty of Law of the University of Lisbon (2023), and holds a Master's Degree in Public International Law (LL.M.) from the University of Leiden (2024), with a thesis entitled “Global Green Transition within Investor-State Arbitration: An Insight into the Protection of Fossil Fuel Investments under the Energy Charter Treaty and State's Compliance with Climate Change Obligations”.
He has postgraduate degrees in Arbitration Law from the Faculty of Law of the University of Lisbon (2023), and in Energy Law from the Faculty of Law of the Catholic University of Portugal (2025).
At Franco Zibaia, he has developed his practice in the areas of Public Law, Energy, Litigation and Arbitration, participating in various operations and assisting in several matters of Administrative Law, particularly in the fields of public procurement, civil service, regulation, and European funds.
Guilherme has also been involved in legal drafting, contributing to the design and preparation of legislative projects.
Registered as a lawyer at the Portuguese Bar Association since 2025.
