André Zibaia da Conceição has been a lawyer and consultant for 20 years.
As a lawyer, he has advised clients in the areas of technology, energy, mobility, industry, health, in matters of Administrative Law, Regulation, Compliance, Public Procurement, Civil Service Law, Privacy and Data Protection. Before founding Franco Zibaia, he practiced law at Gama Glória and F. Castelo Branco & Associados. André provided, as a secondee, legal advice to a leading multinational company in the area of mobility, technology and delivery.
As a legal advisor, he co-led a multidisciplinary team in the the Organization for Economic Co-operation and Development (OECD), for the implementation of an ambitious industrial licensing reform project in Romania.
He served as an advisor and as chief-of-staff in the cabinet of the Secretary of State for Entrepreneurship, Competitiveness and Innovation and as an advisor of the Secretary of State for Administrative Modernization, where he actively participated in important legislative reforms, as well as in the implementation of projects to improve the provision of public services to citizens and companies.
André managed projects in the area of digital public services at AMA – Agency for Administrative Modernization and provided legal advice at ESPAP – Public Administration Shared Services Entity.
He has a degree in Law and a postgraduate degree in Administrative Law from the Faculty of Law of the University of Lisbon. He also completed postgraduate training in Civil Service Law at the Faculty of Law of the University of Coimbra.
Being particularly interested in technology, he completed training in Digital Transformation at Católica Lisbon School of Business & Economics.
